MM E-Building Permit Service
The eBuilding Permit eService of Muscat Municipality is a full cycle Government to Business electronic Service which allows users from the consultant offices to apply, modify, submit, pay and printout their approval electronically without having to make physical trips to the Muscat Municipality office. It also saves valuable time, one of the services is the issue or modify of Building Permits. Previously, it takes about 5 to 6 weeks for a constant to get the approval from Muscat Municipality building permits department without complications. With the implementation of CRM, it cuts down to 3 to 4 weeks. Now with the introduction of the eBuilding permit, it is further reduced to 1 week. There are many web base services available for customer on the eBuilding Permit System. Through the eBuilding Permit System, building owners and consultants can now carry out the following transactions online;

Before submitting a request to issue a building permit, what should the applicant need to do as a preliminary step?
Designate a Consultant Office which is certified by the Muscat Municipality to apply for issuing building permit on his behalf.

In which cases the service "change of owner" of building permit need to be applied?
In the case, the owner of the land has been changed for any reason.

In case of renting the land and the tenant (investor) wants to issue a new building permit, what are the procedures for the owner and the tenant?
It is not possible to request a new a building permit unless the name of the owner on the original certificate of ownership same as the name on the identity card. It doesn't depend on whether will be rented later or not.

What is the difference between the procedures for issue a Building Permit for residential land and Residential and Commercial land ?
As procedures there is no differences between them. But for commercial, it needs more approvals to be attached such as soil testing from Technical Affairs, the approval of the Civil Defense, …etc

What are the procedures after obtaining building permit certificate ?
It requires setting the signs that show the limits of the land, obtaining an address for the property, then apply for construction permission from one of Muscat Municipality DGs according to the Land location.

What should I do if the application gives (non-existing user) in the application of the owner change?
For non-existing user, use "AG 000000000" and attach the ID card of the owner.
