  • Muscat Municipality law issued by the Royal Decree NO( 8/92) stated that the formation of the municipal council should be as follows :.
  • Article (8):
    The Council formed by the President of the council and membership of one Wali from Muscat Governorate as vice president selected by the Governor and (11) members at least in position of director generals representing the government apparatus selected by their achieves units + 18 members representing the Walayat attached to Muscat Governorate .
  • Article (9):
    The c Council members are appointed by Royal Decree depending on the Cabinet of ministers nomination for a list including 40 nominees .
  • Article (10):
    The duration of the membership in the Council is (4) years , it is allowed to re-select the member for another round . Any member has right to resign from the council , he should give written resignation letter addressed to the council president indicating the reasons for his resignation . .
  • The President will submit it to the council .
  • Article (12):
    The council meetings :.
    • The Council usually hold normal meetings not less than (8) meetings , during the year .
    • The President has the right to invite the council for meeting at any time for extra- ordinary meeting for emergency issue or urgent . he is authorized also to invite the members for extra ordinary meeting on written requested by one third of the council members , the extra-ordinary meeting is not allowed to discuss any other issue different from the issue for which the extraordinary meeting is conducted , unless otherwise the council decided to discuss other matters in the same meeting .
    • In case the Present and the vice president & the vice president are absent from the meeting , the meeting will be headed by the elder member .
  • Article (12):
    The council & its committees are not allowed to hold meeting with attending of the President ,or the vice President and at least half the number of the members , decisions & recommendations issued by the great majority votes of the attending members , unless otherwise conditioned to have special majority in this law , in case the votes are equal the present side will be the casting vote .
