The Municipal Council represents the legislation apparatus that regulates Muscat Municipality works in particular the decisions , recommendations & local ordinances all aim to regulate & develop the municipality works and facilitating all difficulties& obstacles that face the Executive apparatus in carrying out its function effectively & efficiently .

The Municipal system establishment originated in Muscat in the early twenties of this century .This period witnessed the first administrative system that carried out Muscat Municipality function such as cleaning , arranging the markets &buildings .Some resources referred Muscat
Municipality origination in 1924 ,since this long time the municipality existing in the administrative work plan at the city . Muscat Municipality carried out group of different jobs as entrusted by the government at that time for example in 1938 new department is established to regulate the roads and houses in Muscat &Muttrah cities .
   
In 1939 Sayyed Hilal bin Badr AL Bou saidi was appointed as head of the municipality , he endeavored developed the municipality function to have the right of issuing imposing of taxation, during his era he established first municipal council and first branch to the municipality at Muttrah , the development efforts continued till it produced its fruitful decision regarding issuing the first law for the municipalities in the Sultanate in 19449 , which is considered in all measurement integrated law as it included all the main issues of the municipal system measured by the contemporary concepts ..The law flexible , this flexibility character make it liable for implementation with the and
comply with the necessary amendments at all times . We can say that this law represent the base that support the municipal system in the Sultanate . Muscat municipality is considered as the eldest government establishment in the Sultanate .Muscat & Muttrah city witnessed municipal; system in the pass as stated in Municipalities law which was issued in 1369H. corresponding date 1949 , was implemented under little abilities at that time and in small area not exceeding SQK.M 7/ .
   
This system continued till the end of sixties , upon the appearance of Renaissance dawn in 1970 the modern starting of Muscat Municipality began along with all the State apparatus ,as promised by His Majesty Sultan Qaboos bin Said in his first addressing letter after taking of power , he promised to modernized all the State apparatus in the earliest possible time . The municipal; council was subjected to re-formation during the renaissance era in 1972 headed by Dr. Ali bin Mohammed bin Moosa , municipality walks for more than 35 years show big & greater performance which exist as milestone in all Muscat city area .
 
Muscat Municipality supervision was transferred to the Diwan of the Royal Court in 1984 , new stage of age started and still continues. The transference of the supervision is not a matter of replacement from one supervisor to another , it was an impression of significant potential role of the Municipality ,and that the higher authority is keen to provide all types of support such as ,financial & moral support to enable the municipality to execute its role efficiently .During its attachment to the Diwan of the Royal Court since 1984 and till now it witnessed radical changes in its management &system . during this period 14 Royal Decrees were issued all concerning Muscat Municipality , its activities & power in order to comply with the progressing development .
