Muscat municipality starts applying administrative decision no (38/2015) about using single-use shaving tools for men in Muscat governrate as part of many health conditions for the health protection of customers against contagious virus diseases that can get caught by shaving tools. The municipality confirms that the priority is for using personal shaving tools to avoid any additional fees due to using single-use tools.  
this decision aims to make barber shops a healthy and safe environment by providing the medically wrapped kit that includes (razor holder, plastic apron, comb and medical wipe) it`s also required that the personnel wears special clothes (white coat, respirator and gloves)and sanitizing hands regularly.
the decision covers 542 barber shops in the state of Seeb, 302 baber shop in Bushar, 268 barber shop in Muttrah, 93 barber shop in Al Amerat and 57 in Al Qaryat state. Total of 1262 baber shops for men in Muscat governrate.

Price control
the municipality monitors prices in coordination with the consumer protection authority to take the necessary precautions to prevent shop owners from raising service prices.  The price of the midically wrapped shaving kit is 200 - 300 Baysa basedon its quality

Medical reasons
Medical sources have confirmed that there are types of microbes, viruses and bacteria capable of adopting and living in shaving kits after it touches human skin. it lasts for an extended period of time and it moves from a person to the other with them noticing. traditional way of sterilizing performed by barbers like dipping them in alcohol or heat the blades with a flame are not enough to kill these microbes which require specific ways of sterilizing using special medical devices that are no available in barber shops for some of these viruses require extremely high temperature to be killed. shaving tools are considered ways to carry skin diseases. not just shaving blades, but the handle of the blade and his hands are often covered with microbes and viruses which makes it necessary to wear gloves and use sanitizers. The towl carries some diseases too. if the customer suffers from any skin disease or skin fester, it`s very easy to catch from one customer to the other if you use the contaminated towel as well as the apron which may carry fleas...etc. .  
one of the widely spreading diseases is the wart virus disease which spreads in the scalp and beard and it spreads by razors and contaminated combs. in addition to diseases that transfer by blood such as bacterial and indigenous inflamations, hepatitis and AIEDS. prevention plays a very important role to aviod catching these diseases.

 The municipality informs citizen and resident barber shops customers to confirm that the barber is using a medically wrapped single-use  shaving kit and that the new blade is opened and the piece of plastic is removed in front of him.  He also needs to confirm the items in the package (razor holder, plastic aparon, comb, medical wipe) and that the baber has sanitized his hands and wears baber clothes (white coats, respirator and gloves)
