Muscat Municipality Provides More Than 10 technical services related to building licences through its website and "Baladiyati App" for both individuals and consultancy offices

• With the possibility of renewing the license electronically though the App

A municipality has endeavored to facilitate the delivery of various types of transactions to all categories of beneficiaries; by employing modern technologies and keeping abreast of advanced electronic systems that enable the provision of municipal services in an electronic, and accessible way to the audience, part of it is providing of technical services in the services of building permits for the business sector and individuals in general via the municipality`s website and via the App.


Building Permit System

The e-building licensing system is one of the self-service services provided by the Municipality of Muscat through the Internet, which includes an integrated set of e-services provided for the business sector. The system allows users and engineering consultancy offices to apply for building permits, attach documents and plans and pay fees and receipt of building permit certificates and electronically approved schemes without any need to visit the municipality. A person can obtain a building permit within two days only in condition that the transaction meets all the required conditions, documents and approvals and conforms to the requirements and applicable laws. Muscat municipality provides all the services related to building licences through the municipality website (mm.gov.om) and the renewal of the building licensing service through its app on smarphones.


Users or engineering consultancy offices may benefit from the following services:

The issuance of a new building permit, which enables the acquisition of a building permit for the purpose of constructing a land plot by the title deed and the surveying issued by the Ministry of Housing and by the plans provided by the Advisory Office; the number of electronic transactions at the beginning of December has reached 35136 via the municipality website.

In addition to the request for a building Permit Amendment service, which is a request issued for a purpose (Add/modify/change) for any design on an existing building or those under construction for a previously licensed land plot and as planned by the Advisory Office,  the total number of beneficiaries of this service during the same period was 24120.

 In addition to a request for technical approval service, a request is made for a preliminary study to clarify the necessary observations and approvals required before delivered as a real project to issue a building permit according to the new owner of the plot and according to the title deed issued by the Ministry of Housing.

There is also a service for renewing the two-year expired building permit, which have benefited about 9259 users. A status of a building permit may also be queried, namely, a query on the status of the transaction submitted to the building permit department through Advisory offices. On the other hand, the municipality website provides a service for re-registering a previously canceled transaction (new building license, modification of a building license through the consulting office).


The total number of beneficiaries was 7453 beneficiaries.

In case of loss of a building permit and desire to get an alternative, this service is also available through the website, in case of a  change in the owner of a building permit, the owner of the building  permit can apply for a change of ownership of the building permit,  according to the title deed issued by the Ministry of Housing.
