A summary report on Muscat Municipality projects & achievements

On the Occasion of 18th November National Day

Keeping abreast of modern development for the convenience of citizens & residents.


• A wide network of streets to enhance traffic and expand the horizon for further development.

• Paving of 61 km of streets in 2018.

• Issuing 6,368 building permits from January to October of the current year.

• Improved technology facilitating municipal services to beneficiaries.

• Registering (18350) communications and processing (17862) with a completion rate of (97.34%).

• Rehabilitating the front facades of local regions, landscaping and maintaining the traditional character of Muscat.

• Quality services to customers of Qurayyat directorate in its new building.

• Launching an application on smart devices for the field health inspection.




Muscat Municipality is very keen to develop the infrastructure in Muscat governorate and to implement service projects that could promote the convenience of citizens & residents.

- Street projects

Of the service projects implemented was paving a wide network of streets in the six wilayahs of Muscat. That includes a 5 km mountain street in As`Sifa, 3 km street in wadi Az`Zekt, As`Sifah to Bahs 9 km street and installing lighting poles from Barr al Jassah to As`Sifah with a total length of 25.5 km.



- Al-Khoud Dual Carriageway

Muscat Municipality has completed recently a vibrant project in the governorate which is Al Khoud dual carriageway. The three lanes carriageway dilates form the Sultan Qaboos University roundabout to the intersection number (12) on Muscat expressway with a length of (3200)meters, to be a significant project in this blessed renaissance due to the vitality of the area surrounding this project.
The project has also involved creation of a new intersection leading to the Faculty of Arts and social sciences at the Sultan Qaboose University with high quality standards to withstand heavy vehicles.
New exits were also constructed to facilitate the traffic movement driving to the Sultan Qaboos University roundabout and other exits for drivers coming from the expressway, and others at the al Koud 6th area. For road protection, 10 rainwater drainages have been built in four locations along the road, with an appropriate lighting system. A 6 km long pedestrian lanes were also constructed.



- Al-Itkiyyah project

Due to the growth in commercial activities in Al-Itkiyyah industrial area in Al-Amirat, Muscat Municipality has paved recently about of 15 km of internal streets and connected them with Al-Amirat

- Qurayyat main road.

The project included creating parking lots at the side of the streets and installing steel barriers and a drainage network.

- Investment projects

The Directorate of investment and economic development of Muscat Municipality has invested in various sectors in Muscat governorate. Among the most prominent projects is investing the land plot located in Bousher to establish a commercial center (Oman Mall) with hotels and recreational facilities on a total area of (157.385) m2.
Other projects include a hotel in al Khuwair region "Hilton Garden Inn" on (4,278) m2 area,  a multi-storey car park in As`Seeb (2148) m2 area, and a traditional village "Kargeen" in al Qurm Natural Park.

- Building permits

      The Directorate General of technical affairs issued from January 2018 to October of the same year 6368 municipal licenses, 3001 of which are building permits and 3367 licenses for doing modifications to existing buildings in 2017.



- Transport sector

Of the projects implemented by the directorate-general of transportation of Muscat Municipality in 2018 is expanding the Al-Amirat park, removing & transferring waste as well as participating in the 2018 Muscat festival and Tour of Oman.

- As`Seeb Directorate

As`Seeb Directorate of Muscat Municipality has also implemented magnificent projects in the wilayah. Most notably, maintaining the fish market, replacing the internal lightings, building water toilets, adding facilities to existing female toilets, and servicing the electricity rooms and the floors of the wilayah.



- Bousher Directorate

Bousher Directorate of Muscat Municipality has also contributed to the development of Muscat. It has paved 20 km of streets in different regions in the wilayah. It has also prepared public parking lots in front of parks, gardens, mosques and schools in the wilayah. Curently, It is also in the process of rehabilitating 4 km of streets in Bousher Hights, Falaj al Sham, al Awabi and al Ansab.
The total length of lighted streets in the wilayah is 10 km distributed in regions of Falaj al Sham, al Misfah industrial area (phase 5), al Khuwair commercial area and al Khuwair steet.
Other projects carried out in 2017/2018 include developing the front facades of commercial areas, landscaping, treating accumulated water and areas affected by weather conditions. For the health sector, the total field visits were (2327) with (1058) issuing fines and closing of (158) food establishment.   ...

- Mutrah Directorate

The Directorate General of Muscat Municipality in Grand Mutrah has also made a significant contribution to the development of Muscat Governorate. It has lighted up a 100 m street in al Mumtaz area, and installed new lighting poles in al Wasit area along 600 m and 80 m in al Harthy area, plus 700 m in al Khairan in Wilayaht Muscat.
However the most significant projects was rebuilding the Mutrah`s iconic market of fish, fruits and vegetables. Other projects include paving a 9 km street in As`Sifah and 1.2 km street in Yiti, plus doing some maintenance work to its previous building. From another side, the Directorate constantly follows up 453 building under construction in the region and has issued 94 municipal license and registered 32 technical violation.
The Directorate pays careful attention to monitor food establishments. During  (April - September 2017) it destroyed about 59 kilograms of rotten fish and poultry, 275 kg of other foodstuff and 91 kg of cooked meals. With regard to licenses, the total residential leases were 13437, 9220 of which are commercial leases and 561 industrial. For the vehicles, the total number of Municipal licenses for vehicles was 1084 and 2793 licenses for shops.


- Al-Amirat Directorate

Directorate General of Muscat Municipality in Al-Amirat has also implemented necessary service projects in the wilayah. That includes building up public toilets in the souk, a walkway in al Muhaj area, offices for the health services building and installation of shun-shades in its building. For the roads, the directorate has lighted up 8 km of streets in al Nahdhda phase 4, Qadi as`Sareen and Wadi al Rihab. The Municipality has also paved 10222 meters of streets in the wilayah. That includes al Amirat Heights 2, Jahloot, the services road at the directorate, in addition to al Nahdha street in phase 1, 4, 5 and 6.

- Qurayyat Directorate

To make life easier for both staff and residents, Muscat Municipality in Qurayyat has built up a new building in a way that could promote a better staff performance and facilitate administrative procedures for customers. For the roads, the directorate has improved the 1.5 km long service street of al Shahbari area and paved a 10 km street in al Muzari` region with installing 250 lighting poles in different parts of the wilayah. The total number of paved streets in the wilayah was 23 km in regions of as`Sahil, Fins, al Kareeb, Hafidh, Turaif, as` Salhah and Bimmah.
For the health aspect, the directorate has organised health inspection campaigns to facilities related to public health especially ones that provide foodstuff to school students. Such campaigns intend to evaluate the commitment to the health requirements necessary to provide healthy foodstuff to public. To raise public`s awareness on municipal issues, the directorate conducts awareness field visits and hygiene campaigns to local schools, beaches and foodstuff establishments. Of the most notable campaigns was "Shawat`na Amanah" intending to preserves local beaches and marine life.

- Information & awareness administration

Muscat Municipality is keen to highlight its efforts  serving the local community in Media and it spares no effort to represent itself in awareness or educational meetings. Within its framework to promote healthy practices, the information & community partnership department organises educational activities with involving different segments of the society. The community partnership department implements an awareness project in local schools under the slogan "Maidneti Mas`ouliyyati" or my city my responsibility in English.  The programme which was conducted in October to December 2018 focused on raising environmental awareness and health practices related to common negative phenomena seen in Muscat governorate.
In another aspect, an awareness interval called "Fasil Taw`awi" was inagurated in the schools` morning assembly as a mean to communicate municipal messages targeting common negative phenomena seen in the governorate. The project also includes an awareness council programme called "Majlis Taw`awi" where specilaists of community partnership in Muscat Municipality communicate with parents with view to build a vibrant link between both the Municipality, schools and the community.

- Landscaping & parks

The landscaping department of Muscat Municipality plays a vital role to spread a natural green landscape in Muscat governorate with an environment-friendly manner. It has created about 135 parks and gardens in all areas of the governorate with a sophisticated irrigation system that saves water. The most notable project was rehabilitating the landscapes affected by the constructional project of expanding the Sultan Qaboos Street. Other projects include landscaping the area surrounding Muscat International Airport, removing the harmful trees along the 5.5 km service street of northern Al-Heil region, removing the harmful Conocarpus trees, landscaping the maritime street plus the governorate`s public parks.


- The Health Affairs

Maintaining an optimal standard of public health is the duty of the health affairs directorate of Muscat Municipality. The directorate inspected about 840 restaurants and gave them a time period of 3 months to improve their conditions. The sector has also trained about 710 of food supervisors and finished activating the portable electronic devices that report health violations within a database connected to the licenses and contracts department of Muscat Municipality in collaboration Information Technology directorate.  Some directorates have already started adopting this portable electronic device in its inspection campaigns and depending on the administrative decision No. (55/2017) on the Municipality administrative penalties.

- Municipality Central Laboratory:

The central laboratory of Muscat Municipality has made a significant role in examining food samples. It has been updated recently with a modern sophisticated technology capable of performing more precise analytical tasks in a shorter time period.
-    The health inspection office at Muscat International Airport:
The cadre of the health inspection office at Muscat International Airport supervises foodstuff shipments imported through the air to ensure food is fit for human consumption.


- Development of services

To keep pace with the great development in information technology and to facilitate administrative procedures for beneficiaries, the Directorate General for Service Development has issued recently the Muscat Municipality Services Directory which contains a detailed explanation on how to benefit from the available Municipal services. Muscat Communications Center is one utility of the Directorate General for Service Development. It is a service portal concerned with receiving comments and suggestions and providing information about Muscat Municipality. The number of incoming calls has reached 55.182 calls from January to September 30th 2018. It has registered 18350 communication and processed 17862 messages with a success percentage of 97.34%.
From another aspect, the Directorate General of information technology has inaugurated recently an application on smart devices concerned with health inspection. The application is to facilitate and speed up the procedures for the approval requests needed to practice commercial activities prior to documenting lease contracts and obtaining municipal licenses. Development has also covered the internet network. The directorate has improved the internet connection via using a broadband technology which connects (6) external sites at the Municipality headquarter. The project covered the head office in Darseit, the building in Grand Mutrah, Al-Amirat building, the Landscaping directorate, Ruwi rented building, the transport directorate building, and the of the central market for vegetables and fruits.

- The central market for vegetables and fruits

The Central Market of vegetables & fruits has been a milestone in the wholesale trade of vegetables and fruits in Muscat. The market contains more than (300) companies importing vegetables and fruits from various international location. The total area of the market is (185245) square meters, with a major sunshade that is (5600) square meters, in addition to a large number of rooms to cool the products. The first part of the market displays local products containing about (389) tables. There is a section for products imported directly from countries of origin.
     To make sure that heath requirements are met, the management of the central market conducts a thorough inspection to trucks carrying vegetables and fruits prior to arrival to the market. For the infrastructure, the management has created new entrances and exits to the market, plus adding 22 more car parks. A new entrance from the west side has been also created, and two more gates at the front have been built.  All gates have been connected to each other with interlocked walkways to facilitate periodic maintenance.
