As Muscat Municipality continues to perform its functions as defined by municipal work since the early 1920s, the urban planning system operated by the municipality according to its competencies, which saw the emergence of the first administrative organizations that carried out municipal work, such as cleaning and organizing markets and buildings.

Challenges and solutions:
The municipal work system was crowned by the issuance of the first municipal law in the sultanate, which was the municipal law of the Sultanate of Muscat and Oman for the year 69 Ah - 1949, which included the basic foundations of the municipal system in its contemporary concept, and the public nature which it was developed earned it flexibility made it applicable and the municipality Committee.


Municipal service:
One of the most important components of sustainable development is the consistency of the legal vision of the state institutions and their unity, with the aim that the legislation of each public institution, including municipalities, does not conflict with the legislation of other public institutions, which has been proven recently by the recent royal decrees that mandated the integration of many units and work under the umbrella of complementarity.

Supporting legislation by partnership:
Article No. 6 of Royal Decree No. 101/2020 refers to the terms of reference relating to the promulgation of the governorates and municipal affairs, including the importance of ensuring that the governorate needs for non-municipal public facilities and other government services are met, the implementation of development projects and overcoming the difficulties faced by each of these specialists, in coordination with the competent authorities.in a corresponding reference is made to the competence of the governorates in terms of ensuring the rule of law and protecting the interests of the state, while developing and investing its resources to promote sustainable development and promote employment opportunities for citizens, with the cooperation of other entities and sectors of the state.

Finally, due to the fact that Muscat governorate has a population of approximately one and a half million people, plus the growth being made in various development and services sectors, calls for serious work focused on the axes of the Oman 2040 strategy.
