Unattended Livestock: Phenomena Plaguing Urban Cities
The issue of stray animals has been always a negative phenomenon plaguing urban cities, that (the phenomena) contradict with the civilized values, organizational and aesthetic dimensions of society, as a result of allowing these animals to graze in cities and residential neighbourhoods.
In Muscat Goveneorate, there have been reports and complaints from residents about the spread of stray animals roaming in residential neighbourhoods, streets, squares and public roads, causing concern for residents and drivers, warning of their danger and standing behind a number of painful traffic accidents, and called on municipal authorities to expedite the solution of this problem.
Muzna Al Jabriyya who is an employee in Muscat Communication Center in Muscat Municipality, said: "Muscat Municipality recorded (142) reports, (43) of which are in Bousher, (24) in Seeb, (18) Qurayyat, and (4) reports in Mutrah. In Al-Amirat recorded the highest number of reports (53)". According to statistics, so far in 2022, only 36 reports have been registered, which is a low figure compared to the previous period of the year and compared to previous years, whereas in 2019, there were 95 registered reports, including 28 related to keeping animals in neighboring homes, and in 2020 about (102) reports.
Local order No. (24/91) regulates animal keeping in accordance with a number of articles, according to which the individual is obliged to comply with the stipulated requirements for organizing animal keeping within the scope and limits established for the municipality of Muscat; among them, the prohibition of animal keeping in some places in Muscat governorate, while allowing them to be raised or kept in farm sheds, private gardens or specialized places, provided that the municipality approves the places.
The local ordinance also states that it is not permissible to leave animals neglected in streets and squares, or to allow them to graze except without appropriate supervision, and only in places allocated for grazing. The regulation also authorizes any municipal employee or police officer who finds an astray animal to seize it and hand it over to the municipality corral. In return, anyone who violates any provision of this ordinance shall be punished with a fine, with the obligation to make appropriate compensation for any damage the animal may cause to the property of others.
Muscat Municipality calls on all livestock owners to abide by the laws in order to preserve the public appearance and the safety of residents in peaceful neighborhoods, and calls on everyone to join efforts to change the prevailing patterns of behaviour to get rid of this negative phenomenon.
