Building upon the efforts of the Government of the Sultanate of Oman to achieve comprehensive digital transformation in alignment with the objectives of Oman Vision 2040, Muscat Municipality announces the launch of a tender to implement the Unified Municipal System Project. This initiative aims to enhance electronic readiness and harness the latest in information technology and applications to advance municipal operations and service delivery across various domains.

The Unified Municipal System project endeavours to assist municipalities in all governorates of the Sultanate in enhancing their digital readiness. It will provide them with modern applications such as artificial intelligence and innovative technologies to enable geographically accessible services and enhanced service delivery. The project also aims to unify and simplify procedures, ensuring an integrated, comprehensive, and sustainable experience for service beneficiaries. This reflects the commitment of municipalities as public service institutions to activate the principles of digitisation and good management.

Commenting on the Unified Municipal System Project, His Excellency Sayyid Saud bin Hilal Al Busaidi, Governor of Muscat, stated, “The Unified Municipal System Project is considered to be one of the key strategic national projects, one that offers a roadmap for governorates to create smart cities and contribute to accelerating the goals of Oman Vision 2040. By employing modern technologies and adhering to the highest international standards in digital transformation, municipalities in the Sultanate of Oman will be able to keep pace with the rapid changes in municipal work. Doing so will also help provide a comprehensive and integrated experience for beneficiaries, individuals, or institutions, resulting in accelerated performance and development across various sectors.”

His Excellency Ahmed bin Mohammed Al-Humaidi, Chairman of Muscat Municipality, added, “The Unified Municipal System Project aims to build a smart and unified system that focuses on enhancing the user experience in all aspects. The system will provide 92 smart services in the municipal sector with numerous innovative digital applications aimed at helping municipalities enhance their digital readiness. It will unify and simplify procedures to ensure a smooth and sustainable experience for beneficiaries. During the first phase of the project, the team worked on reviewing over 200 documents and unifying more than 300 municipal sector service. Additionally, over 60 meetings were held between various project-related parties to unify efforts towards achieving shared goals.”

The project commenced in April of the previous year, with its first phase focusing on studying the current technology infrastructure, existing programmes, planned projects, geographic information systems, and services provided by municipalities across the Sultanate of Oman. This phase aimed to assess the existing situation, identify gaps, and formulate a future vision for municipal sector services. A specialised consulting company was appointed to work on this promising project in collaboration with specialised teams from various municipalities.
