His Excellency Muhsin Al Sheikh chairman of Muscat Municipality issued a decision No. (171/2018) on the regulation of vehicles discarded in public places in Muscat governorate. The decision is based on Muscat Municipality law issued by the royal decree (38/2015), and on the local order no. (1/2006) on the protection of Public Health.
Article (2) of the regulation prohibits the owner of the vehicle from leaving his vehicle in a public place in a way that distorts the public view, and Article (3) stipulates that the Municipality shall apply a warning sticker on abandoned vehicles and shall coordinate with the Royal Oman Police within seven (7) days from the date of putting the sticker; to make sure there is no communication or circular on the vehicle or any other restrictions.
Article (4) stipulates that the Municipality may tow away and impound neglected vehicles discarded in public places at the expense of the owner after (14) days from the date of placing the warning poster, and without taking any responsibility for any damage could happen to the vehicle during transportation it to the place of impound, and during impoundment time.
According to article(5), an administrative fine is imposed on owners of neglected vehicle after once he appeals for the Municipality to take the vehicle out of impoundment. The amount will be (200) two hundred Omani rials for cars, buses designed to transport fifteen(15) passengers or less, and bicycles. An amount of (400) four hundred Omani rials will be imposed for trucks, buses designed to transport more than fifteen (15) passengers, and trailers, tractors, equipment, in addition to (1000) one thousand Omani rials on vehicles intended to transport hazardous materials. Another (5) Five Omani rials will be imposed on the owner of the neglected vehicle for each day late from receiving the vehicle from the impound site.
Article (6) stipulates that the Municipality shall coordinate with the Royal Oman Police to take necessary actions to sell the neglected vehicles in a public auction in case the owner fails to appeal for the Municipality to take his vehicle out of impoundment, and paying the fees due within ninety (90) days from the date of towing away the vehicle without an acceptable excuse.
